Façade lighting that survives a dark-sky review

Full cut-off, environmental zones, curfews and spectrum — the constraints that turned from good practice into planning conditions.

Exterior lighting used to be judged on whether the building looked good at night. It is now judged on that plus what the scheme does to the sky, to the neighbours and to nocturnal ecology — and increasingly those constraints arrive as planning conditions rather than as advice.

Design for them from the first sketch. Retrofitting dark-sky compliance onto a finished façade concept usually means throwing the concept away.

Environmental zones

Obtrusive-light limits are set by zone. The framework, common to CIE 150 and to most national guidance:

Establish the zone before concept design, and note that limits tighten sharply after a curfew hour — commonly 23:00, sometimes 22:00. In E1 and E2 the post-curfew upward light allowance is frequently zero, which means the façade scheme must be capable of switching off entirely and the client must be told at concept stage.

The four quantities that get regulated

Upward light ratio (ULR). Proportion of the luminaire’s flux emitted above horizontal in its installed position. Note installed — a full cut-off fitting tilted 20° up is no longer full cut-off.

Light trespass (Ev). Vertical illuminance at a neighbouring window. Limits can be as low as 2 lx pre-curfew and 1 lx post-curfew in E1/E2.

Luminous intensity toward observers (I). Capped in candelas in the direction of potential viewers, to control disability glare.

Average façade luminance (L). Typically limited to around 5 cd/m² in E1, rising to about 25 cd/m² in E4. This one constrains the design directly and is often the binding limit.

Full cut-off is the baseline

A full cut-off classification means zero intensity at or above 90° from nadir, and no more than 10% at or above 80°. It has moved from best practice to default expectation and is the first thing a reviewer looks for.

Full cut-off means zero intensity at or above 90° from nadir and no more than 10% above 80°. The same lamp, the same pole: on the right every lumen lands where it was intended, which is simultaneously the light-pollution argument, the energy argument and the design argument.

Design consequences worth internalising:

  • Light downward and inward. Any uplighting of a façade needs an interception surface — a soffit, a cornice, a return — so light that misses the surface is not simply lost to the sky. An uplight at the base of a flat wall with nothing above it is the archetypal failure.
  • Grazing beats flooding. Close-offset grazing puts light onto the surface at a shallow angle with almost nothing escaping past it. It also renders material texture better, which is usually what the architect wanted from the façade in the first place.
  • Louvres, snoots and glare shields as standard. Specify them at concept, price them in, and do not let them be value-engineered out — they are the compliance mechanism, not an accessory.
  • Aim and lock. Every adjustable exterior fitting needs a locking mechanism and an aiming record. An unlocked fitting will be knocked out of position within a year and the scheme will fail the condition it was approved under.

Spectrum matters as much as direction

Short-wavelength light scatters more in the atmosphere, so it contributes disproportionately to sky glow. It is also the most ecologically disruptive part of the spectrum for insects, bats, birds and turtles.

Current practice:

  • ≤ 3000 K as a general exterior maximum
  • ≤ 2200 K near habitats, coastlines, waterways and dark-sky reserves
  • Amber or filtered narrow-band where ecology is a formal planning consideration

Warmer exterior lighting also tends to read better against most masonry, stone and timber. The ecological constraint and the aesthetic instinct usually point the same way, which makes this an easy argument to win with a client.

Curfews are a design feature

A curfew is not a failure state; it is a second scheme.

Design the after-hours condition deliberately — often the entrance, the wayfinding and the security lighting only, at a lower level and a warmer CCT — and present it to the client as part of the concept. A façade that is theatrical until 23:00 and quiet afterward reads as considered. A façade that simply turns off at 23:00 because a condition requires it reads as broken, and the client will find out on the first night after handover.

Documentation that clears a review

Include in the planning submission:

  1. Environmental zone, with the justification for it
  2. Calculated ULR for every exterior fitting type, in its installed orientation
  3. Vertical illuminance at the nearest sensitive receptors, pre- and post-curfew
  4. Average and maximum façade luminance against the zone limit
  5. The curfew scheme, with times and levels
  6. CCT of every exterior source, with ecological justification where relevant

Six items. Assembling them takes a day and it is the difference between a condition discharged first time and a scheme redesigned during construction.

The wider argument

Roughly a third of installed outdoor lighting is estimated to be wasted upward or sideways. That is the rare case where the environmental argument, the energy argument and the design argument are the same argument: light that misses the building was never doing anything for the design either.
